What is a criminal? I suspect that most would consider any person who has broken the law to be a criminal. A friend was once "convicted" of propelling a missile (a cigarette end accurately sent into the gutter!) for which he could have been sent to prison. Ah, is sending one to prison really rehabilitation?

Crime and Rehabilitation you mean! Criminals should be forgiven because they were brought up wrong and all that.
