I suspect that most would consider any person who has broken the law to be a criminal.  A friend was once "convicted" of propelling a missile (a cigarette end accurately sent into the gutter!) for which he could have been sent to prison.  Ah, is sending one to prison really rehabilitation?&lt;br&gt;
I have known many people who have been convicted of something or other but I have known very few "criminals"! Of the latter group I have never encountered any "criminals" who have been rehabilitated by imprisonment, fines, community service etc, etc.&lt;br&gt;
